ALBANY, NEW YORK, UNITED STATES, January 12, 2018 /EINPresswire.com/ — NPR has released a scathing investigative reporting series called “Abuse and Betrayed” exposing massive sexual assaults and rapes of people with disabilities. According to numbers released by the U.S. Department of Justice, people with disabilities are sexually assaulted seven or more times the rate of anyone else.
Governor Andrew Cuomo and former head of his internal abuse hotline for the disabled in New York State, Jay Kiyonaga, must be investigated for their involvement in ensuring that most reported sex crimes never were reported to local police or county prosecutors. As a direct result of this illegal activity and gross negligence, the Jonathan Carey Foundation is calling for federal criminal and civil rights investigations.

Governor Cuomo is currently calling for an independent investigation of a rival State Senator after allegations that he kissed someone inappropriately a few years ago.
The hypocrisy and double standard by Governor Andrew Cuomo is quite frankly bizarre. Right now, hundreds of sexual assaults and rapes of people with disabilities are reported to Cuomo’s abuse hotline for the disabled every month and literally almost all disappear, they are covered-up internally.
Governor Andrew Cuomo recently promoted and shuffled Jay Kiyonaga to be a Deputy Commissioner within the Office of People with Developmental Disabilities (OPWDD) after he was accused of sexual harassment and workplace violence. OPWDD has 126,000 people with developmental disabilities, who in their right mind would do such a thing? The New York Post and CBS news among other news organizations reported on this extremely important matter of sexual harassment that has gained massive national attention because of Harvey Weinstein and many other well known people accused of wrongdoing.
According to the New York Post story, Patricia Gunning, the number two person within Governor Cuomo’s wrongfully titled Justice Center, was directly retaliated against because of blowing the whistle on Jay Kiyonaga. As directly taken and quoted from this NY Post piece;
“A top inspector general in Gov. Cuomo’s administration is blowing the whistle on a boss who headed her agency, claiming he engaged in harassment and other misconduct.
Patricia Gunning, who recently resigned as the special prosecutor/inspector general of the Justice Center for the Protection of People with Special Needs, said she decided to go public after Cuomo Chief of Staff Melissa DeRosa last week recounted her personal bouts of being subjected to sexism.”
“As a longtime sex-crimes and special-victims’ prosecutor, and as an employee who paid a high price for whistleblowing about an executive at a New York State agency for inappropriate behavior with a female subordinate, along with workplace violence directed at me for personally calling him out, my hope is that this conversation will be the beginning of a new era in [how] these issues are addressed by employers,” Gunning, who was the No. 2 official at the Justice Center, said in an e-mail to The Post.”
According to the CBS story, “A top official in Democratic New York Gov. Andrew Cuomo's administration says she resigned because due to harassment carried out by her superior, the New York Post reports.”
Sexual harassment is a huge problem and there should be zero tolerance for any of this type of behavior in the workplace, but everyone knows that sexually assaulting and raping a disabled woman or child and being involved in covering up these heinous sex crimes are far worse.
Countless sexual predators, pedophiles and rapists within State run and private mental health facilities and group homes have been and continue to be protected and shielded from being prosecuted and from being placed on the sex abuse registry. The prosecution rate for crimes committed in the general public is between 60-70% and only a small fraction of 1% for the crimes committed against people with disabilities in Cuomo’s system. This timeline proves years of Governor Andrew Cuomo’s direct involvement.
Governor Andrew Cuomo and Jay Kiyonaga must be removed from office, indicted and prosecuted to the full extent of the law for their involvement in covering up thousands of reported sex crimes committed against people with disabilities within Cuomo’s agencies. Governor Cuomo and Jay Kiyonaga are believed to be an extreme danger and directly involved in a sex cover-up scandal similar to the Catholic Church pedophile priest scandal exposed in 2002. Staggering numbers of women and children with disabilities within Governor Cuomo’s mental health care system are being sexually assaulted and raped by known and previously caught sexual predators, pedophiles and rapists. Governor Cuomo has continued to shuffle or jockey around these sexual predator caregivers from group home to group home just like the Catholic Church leaders moved pedophile priests from parish to parish.
Governor Cuomo and Jay Kiyonaga must be investigated by federal authorities; State authorities have looked the other way in attempts to protect Cuomo. Most sex crimes, as well as many other crimes and deaths, are easily covered-up internally because they are being directed to be called to Governor Cuomo’s internal abuse hotline, instead of to 911 emergency call centers where they must go. No longer can 911 call systems, local police and local courts be bypassed. 911 call systems must be immediately called by all mandated reporters regarding all sexual assaults and rapes, as well as obviously all other assault crimes, medical emergencies and deaths.
